Recreation Department Policies

The City of Orem Recreation Department has established a Code of Conduct which applies to all persons participating in any way in any Orem City Recreation Department programs or facilities. All participants, volunteers, coaches, patrons, employees, and spectators are expected to know, promote, and adhere to the following standards of conduct.

General: 

  1. Promote and encourage good sportsmanship and behavior by demonstrating positive support for players, coaches, officials, participants, and employees.
  2. Treat everyone with respect, regardless of race, color, age, sex, religion, national origin, disability, or skill level. Putting down or demoralizing others is not acceptable.
  3. Adhere strictly to the rules of the game/facility (including official’s or employee’s decisions) and do not attempt to change or manipulate those rules in order to win or for personal benefit.
  4. No smoking, drinking, or being under the influence of alcohol or drugs will be allowed in the facilities or on playing fields.
  5. Abuse or harassment of players, volunteers, coaches, officials, spectators, or employees in any form will not be tolerated. Bullying is a form of harassment which is also prohibited.
  6. Foul, abusive, profane, or vulgar language is prohibited and will not be tolerated.
  7. Fighting is prohibited. Fighting includes physical (hitting, pushing, touching, “getting in the face of”) or verbal (threatening, making fun of, calling names, cursing, arguing).
  8. Remember that youth programs are for the kids [to learn fundamentals, techniques, sportsmanship, teamwork, and have fun]; they are not for adults! Therefore, all kids deserve a right to fairness at  all times.
  9.  Conduct yourself in a manner that would be an example and a role model to youth under your direction or in the vicinity.
  10. Coaches agree to support and work with assigned team throughout the designated season, and agree to hold regular practices (at least once a week) and show up to scheduled games.
  11. Any equipment issued does not become personal property and all equipment must be returned in good condition to the City at determined time.
  12. Promote team work, physical conditioning and teaching skills appropriate to the sport. Do not teach, encourage, or allow rough or dirty tactics of play.

Anyone who does not comply with this policy, or who conducts himself or herself in any unbecoming manner, will be subject to disciplinary action including (but not limited to) verbal or written warning, being asked to vacate the premises, suspension, or expulsion from the program, class, facility, or field and associated privileges will be terminated without refund. Financial restitution may be required when appropriate. Criminal violations will be prosecuted to the fullest extent of the law.

No refund will be given after the registration deadline for all classes and programs. There will be a $5.00 charge for all transfers and refunds given prior to the registration deadline.

Purpose
The City of Orem (City) recognizes that concussions and head injuries can result from contact in sports and have serious consequences if not properly evaluated and treated. Therefore, consistent with state law, the City has adopted this Concussion and Traumatic Head Injury
Policy (Policy) in order to educate and to establish a plan of action for coaches, teachers, employees, representatives, or volunteers of the City (Agents) when a player (defined as an individual under the age of 18 years) suffers or is suspected of suffering a concussion during a
sporting event.

NOTE: under state law, sporting events include all games, practices, camps, physical education classes, competitions, or tryouts.

Policy

It shall be the policy of the City that all Agents as well as parents/guardians of players will be familiar with the symptoms and signs of concussion and be prepared to take appropriate action as outlined below in responding to such incidents.

“When in doubt, sit them out!” Youth players are particularly vulnerable to the effects of concussion. Once considered little more than a minor “ding” on the head, it is now understood that a concussion has the potential to result in death, or short- and long-term changes in brain function. A concussion is a brain injury that results in a temporary disruption of normal brain function. A concussion occurs when the brain is violently rocked back and forth or twisted inside the skull as a result of a blow to the head or body. Symptoms include (but are not limited to) transient confusion, disorientation, impaired consciousness, dysfunction of memory, loss of consciousness, seizures, irritability, lethargy, vomiting, headache, dizziness, or fatigue. Continued participation in any sporting event following a concussion can lead to worsening concussion symptoms, as well as increased risk for further injury to the brain and even death.

The well-being of the players is of paramount concern during a sporting event. Agents and parents/guardians are being asked to make all efforts to ensure that concussed players do not continue to participate. Thus, Agents and parents/guardians should all be looking for signs of concussion in all players and any suspected concussed player should immediately be removed from play.

All Agents will be familiar with and will receive a copy of this Policy. Parents/guardians will be provided a copy of this Policy as well as the Information Sheet and Parental Acknowledgment Form. These documents must be reviewed and the acknowledgment signed by the parent/guardian before the player will be allowed to participate in a sporting event.

The Orem Recreation Department strives to ensure that all programs and facilities are as safe as possible for participants, employees and spectators. In the event of inversions, fires and other factors that affect air quality, programs and facilities will be adjusted based on the following:

We will utilize air quality reports & parameters from purpleair.com. There are multiple air quality sensors located in Orem.

Level 1: 0-49: Green. Great day to be active outside. No restrictions.
Level 2: 50-99: Yellow. Good day to be active outside. No restrictions.
Level 3: 100-149: Orange. Okay day to be active outside. Sensitive individuals should exercise indoors or avoid vigorous outdoor activities.
Level 4: 150-199: Red. For all outdoor activities take more breaks and do less intense activities. Sensitive individuals should remain indoors. Staff will take into consideration the air quality as well as the nature of the activity when deciding if outdoor programs should be
canceled or delayed. Outdoor swimming pools OPEN (seasonally).
Level 5+: 200+: Purple. Move all programs indoors or cancel programs and reschedule for another day when possible. Outdoor swimming pools CLOSED.

Orem Senior Friendship Center is dedicated to serving city residents who are age 55 and older. The following are standards of conduct and behaviors to ensure a safe, healthy and pleasant environment at the Orem Senior Friendship Center and at Center sponsored activities, enabling older adults to participate in programs contributing to an improved quality of life. Staff and volunteers are expected to maintain high standards of respect, professionalism and courtesy with all participants, fellow volunteers and staff.

Participants are expected to:

  • Be able to function independently in the Center or be accompanied by a caregiver.
  • Maintain personal hygiene that is healthy and not offensive.
  • Use voice, language and behavior that will not offend or disturb other participants or staff.
  • Recognize and respect diversity and treat others with courtesy and consideration.
  • Help avoid needless repairs by using the Center and Center equipment with care.
  • Understand that all Centers are public facilities requiring compliance with federal, state, county and city regulations.

In the case of inappropriate behavior by participants, the Center administrator or designated staff member will clearly state
expectations, concerns and seek the cooperation of the participant in resolving the issue. If the behavior continues, on-
duty staff has the authority to ask the participant to leave. If a participant’s privileges are suspended for more than one full day,
the Center administrator will provide written notification of the suspension along with information on the process to appeal the
decision. Law enforcement may be contacted for any threat or incident of assault or for willful destruction of property.
